Stephen Plummer is a barrister with a broad practice and a strong record in complex and sensitive matters where careful judgment, clarity and perspective are important.

Before coming to the Bar, he built a substantial and varied legal career across criminal law, coronial inquests, integrity and oversight, Royal Commissions, major government reform and international legal assistance projects.

That experience now shapes his practice at the Bar. Meticulous in getting across the facts and understanding the law, Stephen is also pragmatic about what really matters to the client. He is calm, approachable and direct, explaining complex issues clearly.

Stephen accepts briefs across a diverse range of matters including:

• commissions and inquiries
• disciplinary and integrity matters
• criminal law (both prosecution and defence)
• medical negligence and personal injury

Coronial inquiries are an area of particular depth and interest. Stephen has broad experience acting as counsel in coronial inquests both for interested parties and as counsel assisting.  He routinely acts for health professionals, government departments, organisations and the families of deceased.  Stephen was previously Special Counsel Assisting in inquests involving domestic violence, deaths in health and custodial settings, police incidents and unexplained deaths.

His experience in integrity and public sector matters is equally distinctive. Stephen established and later led the Office of the Inspector of ICAC, the Office for Public Integrity and Ombudsman SA. He was ultimately appointed as the Deputy Inspector and then served as the Acting Inspector with responsibility for oversight of the South Australian integrity agencies.

Mediation is another important part of his practice. Stephen is a nationally accredited mediator accepting briefs privately and is a Court Appointed Mediator for the Courts Administration Authority of South Australia.
